In part, the construction of the "Gingerbread"
City Hall in 1885 represents Winnipeg's coming of
age as the "Gateway to the West" and the
creation of its civic institutions. It also reflects
the city's transformation into a major Canadian city
at the end of the nineteenth century. The demolition
of the old City Hall and construction of a new city
hall building on the same site suggests that though
Winnipeg's municipal character has grown and evolved
over the years, the role and function of civic government
remains largely unchanged.
